About NIRC

The National Institute for Rx Compliance (NIRC) is an independent credentialing body founded by Claritas Axis to address a documented and growing compliance gap in the U.S. drug supply chain.

FDA full enforcement of the Drug Supply Chain Security Act (DSCSA) began in 2023. In April 2026, FDA issued its first warning letter to a physician-owned medical spa followed by 300+ inspections across specialty practices that had no established compliance infrastructure. Most practitioners in these settings had no awareness that DSCSA applied to them at all.

NIRC develops and delivers compliance education and certification specifically for in-office Rx drug dispensers the practitioners purchasing, receiving, documenting, and administering prescription drugs outside of a traditional pharmacy setting. Our programs are designed for Medical Directors, MedSpa, Ophthalmology, Dermatology, IV Therapy, Compound Pharmacy, and Integrated Dispensary practice environments.

NIRC is an education and credentialing organization. We do not produce, market, or distribute healthcare goods or services consumed by patients. Our programs carry no commercial support and are developed independently of any pharmaceutical, device, or distribution company.

NIRC issues blockchain-verified credentials across six specialty tracks. All credentials require annual renewal. Each track includes three levels: Awareness (1.0 CME credit), Professional, and Expert.

The Educational Need

DSCSA requires every practice that purchases and administers prescription drugs to verify purchasing sources, retain transaction documentation for six years, and maintain written recall and quarantine procedures. Non-compliance carries risk of FDA warning letters, license suspension, and significant civil liability exposure in the event of patient harm.

Despite full enforcement beginning in 2023, the vast majority of specialty practices including the 52,000+ medical spas, 22,900 optometry practices, and 3,700+ ophthalmology groups currently operating in the United States have no established DSCSA compliance infrastructure and no access to purpose-built compliance education.

There is currently no accredited CME program addressing DSCSA compliance specifically for in-office dispensers in MedSpa, Ophthalmology, Dermatology, or Optometry settings. NIRC's curriculum is built to fill that gap.

Accreditation

NIRC is pursuing CME accreditation through joint providership with an ACCME-accredited provider. Accreditation details will be posted upon completion of the joint providership review process.

NIRC programs are designed in full compliance with the ACCME Standards for Integrity and Independence in Accredited Continuing Education. All educational content is developed independently of commercial interests.
